In continuation of previous correspondence
I have the honour to transmit to you herewith
copy of a semi-official letter from the Acting
Consul-General at Canton, together with copy of
a memorandum which Mr. Kirke has furnished to the
Governor of Hongkong on the subject of the pro-
posed expulsion of German residents from the
British Concession at Canton. As the agitation
on this question has apparently received some
encouragement in military circles in Hongkong and
has been endorsed by the China Association at
Shanghai, I consider it my duty to re-iterate
my conviction that the movement can, as Mr.
Kirke remarks, serve no useful purpose and may lead
to serious mischief.
